Delegations Register

The Renmark Paringa Council has certain functions and duties which it must perform and certain powers which it may exercise, pursuant to the Local Government Act 1999 (“the Act”) as well as a range of other Acts.  The relevant Acts grant these obligations and powers directly to the Elected Council.

It is generally recognised that for efficient operation of Council the powers for effective decision making should be delegated to staff actively involved in day-to-day operations.  This allows for the Elected Members to place greater emphasis on determining the overall directions and policies of the Council.

Delegations to the administration are made to the Chief Executive Officer and he is empowered to sub-delegate these powers and functions to other responsible staff members.  In accordance with Section 44(5) of the Act all staff who exercise delegated powers are responsible to the Chief Executive Officer for the exercise of these powers.
All delegations made by the Council can be revoked at any time and do not, except in limited circumstances, prevent Council from acting in a matter itself.  A Staff member whom a delegation has been made may choose not to exercise that delegation and bring a matter before Council for direction.  The Delegations Register is reviewed by Council at least once in every term of Council.

The Renmark Paringa Council Delegations Register has been established to meet Council’s operational requirements and record the powers and functions that have been delegated from Council to the Chief Executive Officer.  It also documents those Council officers and authorised persons to whom the Chief Executive Officer has further sub-delegated his or her powers.
